New Council Gives Voice to Unincorporated Washington County Businesses
Chamber initiative strengthens advocacy and collaboration for unincorporated Washington County business community.

HILLSBORO, OR – The Washington County Chamber of Commerce announces the Washington County Unincorporated Business Advisory Council, a new initiative to serve as a collaborative platform and unified voice for businesses located in the county’s unincorporated areas.
The council will identify shared challenges, offer strategic input on policy matters, and ensure unincorporated businesses are actively represented in local and regional economic development and planning efforts.
“Businesses in unincorporated Washington County are a critical part of our economy, yet their voices are not always present in conversations that shape growth, infrastructure, and policy,” said Deanna Palm, president and CEO of the Washington County Chamber of Commerce. “This new council creates an intentional space for these businesses to be heard and to engage with decision-makers on the issues that directly impact their future.”
Membership is open to business representatives located in unincorporated areas, including owners and executives of large and small businesses, industrial and employment center representatives, sector leaders in manufacturing, logistics, agriculture, restaurants, and the broader service industry, as well as business property owners and developers.
Initially, the council will meet quarterly, with additional working groups and special sessions scheduled as needed. Key objectives include strengthening representation and advocacy at the county and regional levels, providing feedback on planning, permitting, zoning, and infrastructure development, and collaborating on strategies to improve land availability, utility access, and workforce attraction. The council will also serve as a hub for business networking and information sharing while aligning with the Chamber’s broader public policy priorities.
